A few months ago, a concept note appeared for an Education Outcomes Fund (EOF), produced by the Education Commission and the Global Steering Group for Impact Investment (GSG), proposing what is called ‘a game-changing initiative to drive results in education’. This Education Outcomes Fund seeks to raise US$1 billion to ‘scale up proven and/ or innovative services from non-State actors … by paying for the results achieved’.
