The Global Education Monitoring (GEM) Report, in partnership with the African Union (AU) and the Association for the Development of Education in Africa (ADEA), produces the Spotlight Series each year on universal basic education completion and foundational learning in Africa. The Series focuses on twelve countries: five focus countries (one per region: North, East, West, Central, and South) are examined in depth, while eight additional countries (two per region) provide supplementary insights.
For the 2025 Spotlight cycle, we are excited to align the global report with the theme of instructional leadership. We have issued Requests for Proposals (RFPs) in each country for (i) an organisation (public or private) to conduct a survey in approximately 50 schools and; (ii) an individual expert in educational leadership to draft a brief report based on the survey results and additional interviews.

This research aims to stimulate evidence-based dialogue with stakeholders at the country level and it will also serve as a critical input to the 2025 Spotlight Continental Report on basic education and foundational learning in Africa.
